Procedure for monitoring & measurement

1. PURPOSE:

This procedure subjects to monitor and measure the conformance with legal and other requirements and also examine activities relating to environment by monitoring and measuring specific ones.

2. SCOPE:

• This procedure applies to the monitoring and measurement of the environmental conformance as well as the examination of activities significantly relating to environment.
• The tools used in measuring are maintained as specified in their own maintenance procedures.
• This procedure also applies to people relating to the process of monitoring and measurement.

3. RESPONSIBILITIES:

• The environmental project division (or EPD) is responsible for organizing the process of monitoring and measurement.
• The board representative is responsible for:
- Executing and supervising the project of monitoring and measurement.
- Monitoring and measurement tasks assigned in the project.
- The head of each unit is responsible for making and retaining the records on monitoring and measurement assigned in the project.
- This manager is also responsible for managing measurement devices.

4. PROCEDURE CONTENT:

4.1. Make the plan of monitoring and measurement

• The objective of this plan is to assure that:
- Examine all activities significantly relating to environment
- Supervise the process of goal and task implementation.
- Evaluate the conformance with legal and other requirements.

• After identifying the significant environmental aspects, EPD will work with the heads of producing sectors to create and execute the plan of monitoring and measurement.

• The operation of each producing process, which significantly relates to environmental aspects, will be defined right after these aspects being confirmed.

• EPD and heads of producing sectors will analyze to decide which measurement activities need doing to keep the conformance with legal and other requirements, as well as supervise the implementation of goal and target.

• The monitoring plan must include the following: what need measuring? The Measurement frequency rate? Measurement methods? People in charge?

• The plan of monitoring and measurement must be made once a year and revised when there are:
- Change in environmental requirements.
- New environmental aspects.
- New laws are made that need to be followed.
- New related projects are executed.

• This plan, after being made must be presented to the General Director for approval before executing.

• The plan is assigned to the heads of related sectors for the plan execution. The assigning process will follow the Document Control Procedures.

4.2. Monitor and measure the property of activities that significantly relate to the environmental aspects:

• Using the best technology available in producing, must follow its specific operation guide and instructions.
• Work instructions like: the management of wastes, emissions and effluents; optimizing the amount and condition of using lubricant, water (like temperature); Use the most favourable waste management.
• Measurement work, documentation record and periodical performance evaluation are carried out by the heads of sectors.
• If there is any nonconformity, solving method will be applied as specified in the procedures for nonconformity and corrective action.

4.3. Measuring the conformance with legal and other requirements:

• The plan will identify the measurement frequency, people in charge and other information related to the measurement of the conformance with legal and other requirements.
• Based on the measurement result, evaluate the conformance with legal and other requirements….
• If there is any nonconformity, solving method will be applied as specified in the procedures for nonconformity solving and corrective action.

4.4. Measurement devices:

Use as specified in the procedure for measurement device management.

4.5. Record on monitoring and measurement:

The results of monitoring and measurement process will used in the procedure for document maintenance.

6. RECORDS:

• The result of environment measurement.
