Stages of preparation for the application of ISO 9001
1. Select Consultant Service:
Consultant services are guidance and support by consultant agencies or independent consultant experts specializing in procedures of administrative offices and Quality Control System.
A consultant agency must meet the following requirements:
• Be a company, science-technology organization or others that specializes and experiences in projects of building and applying Quality Control Systems and is legally established in accordance with Laws;
• Apply a Quality Control System under ISO 9001
• Have at least 02 experts with qualifications as required as follows:
o University graduated;
o Trained about QSCs;
o Trained about and certificated with Governmental Administration;
o With good personality and full civil capacity.
o Experience in consulting.
During the execution of the projects, the consultant agency will work with the ISO Management Unit until the issuance of certificate. Consultant fee shall be as agreed by both parties.
2. Establish an ISO 9000 Project Management Unit (PMU):
The Managers will make a decision to establish a management board for the project of building and applying a QCS under ISO 9001:2000 (as called as “ISO 9000 PMU”) which will consist of 5-10 members.
The PMU will have duties as follows:
• Revive the current QCS;
• Make detailed plan for the project;
• Assign and allocate resources as well as prepare guidance documents and Quality Books;
• Train workers about ISO 9000;
• Supervise the schedule and implementation of the project and report to the Board of Management;
• Carry out internal evaluation;
• Work with consultant experts in building QCS and implement Quality Control in accordance with regulations of authorities in charge and guidance documents of the Organization.
The structure of PMU shall include key members of the Organization with probable titles and duties as follows:
a) Project Manager
Project Manager is the person who holds main responsibility and makes decision relating directly to the outcome of the project (for this, this position is often assigned to the head or deputy head of the organization);
b) Quality Management Representative (QMR)
This person will, on behalf of the Project manager, deal with all matters relating to Quality Control System. The PM Representative must be knowledgeable about operations of the Unit, reputable and authorized to be able to enforce and motivate others to participate in building and maintaining QS; This person is also required to well understand the process and instruction of the QS and clearly know the connections between processes;
The Management Representative shall have the following duties (as described in Section 5.5.1-ISO 9001):
• Ensure all the necessary preparations for the QCS to be established, implemented and maintained;
• Ensure that all the Unit staffs well understand the important of the requirement of meeting customers’ needs;
• Communicate with external organizations and agencies about matters relating to the System;
The QMR can be a member of the Board of Directors or a Unit head authorized to manage the Project by the Board.
In fact, during the implementation of the Project, the QMR has to contribute much time for the success of the project and also is required to understand and know well the requirements of standards, therefore, this position should be considered very carefully for an appropriate candidate.
c) Standing Secretary
This person has responsibility to record all the documents, type and prepare reports and report in the Management Unit’s Meetings and in the Internal Quality Assessment, make photos and distribute to relevant people, etc. The standing Secretary will act as a Project Distributor.
d) Other Members
People are ones who participate in establishing processes, standard instructions and so on, and also are ones who spread and implement these documents.
3. Assign a Quality Management Representative
Along with the decision to establish a Management Unit, it is necessary to assign a QMR. The requirements and duties of a QMR are as described as the paragraph above. Both decisions will be sent to relevant departments, units, groups and individuals for them to know and cooperate.
4. Assess present Conditions
Prior to implementing, it is necessary to examine and assess the current conditions of plants, equipments, documents as well as unit management operations in comparison with ISO 9001:2000.
5. Make Action Plan
A general plan must be made and in accordance with ISO 9001:2000. This plan will be reviewed discussed by the Management Unit and after being finished, this plan will be report to the Director for Approval. The plant content will focus on the following matters:
• Stages of building and applying ISO 9000 in the organization (5 stages);
• Purpose, schedule and duties at each stage;
• Necessary resources.
The General plan after being approved will be the basis for establishing detailed plans for each stage.
6. Train the general knowledge about ISO 9000
In line with the preparation of documents, the Organization should organize training courses about general knowledge of ISO 9000 and requirements of ISO 9001:2000 for the staffs to help create their sense of responsibility in manufacturing as well as of their roles in the Quality system.
